Most likely this entire mod requires the Get to Work expansion, it just removes the location, career, and age restrictions.

However, the breakthroughs and notebook recipes are not needed to craft any of the inventions or serums.

If you wish to have your sim learn all the recipes for their notebook you can use MCCC to do so.
